The Ethio-German Sustainable Training and Education Programme (STEP) implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH improves the employment prospects of young Ethiopians by promoting more quality and relevance in vocational training and higher education. The programme establishes strong linkages between the education sector and the private sector to support the development of a modern education system geared towards employment and economic growth. GIZ-STEP supports selected industrial sectors by preparing a skilled workforce who can drive Ethiopia’s economic transformation.

STEP 2018 – 2021 is a follow-up phase of STEP 2015 – 2018 and builds on its achievements in establishing effective systems to improve the quality of vocational education and training (TVET) and higher education (HE). The new phase addresses capacity development in the institutional set-up established during 2015 – 2018 to empower TVET and HE sub-sectors in Ethiopia to fulfil their mandate and create tangible employment opportunities for their graduates. The overall objective of GIZ-STEP is therefore to increase (self-) employment of TVET and higher education graduates in selected regions in the industrial growth sectors. The specific objectives are:

  3. To Support the establishment of internal and external quality assurance systems
