Under IPA 2018, a Sector Reform Contract for Justice Reform (SRC JR) of 42 M EUR was agreed and is currently under implementation. It consists of a Budget Support component of 34 M EUR and 2.5 m EUR of technical assistance, as much as targeted support to independent justice institutions, as well as monitoring, audit and communication. The overall objective of the SRC JR is to assist the Government of Albania in implementing the JR Strategy and to support Albania in moving closer to the judicial efficiency and administration and the best European legal practices in view of EU membership. The action aims at supporting the Justice Sector Reform in strengthening the independence, transparency, efficiency, accountability and public trust in the Albanian justice system, in line with the EU acquis and best practices. The action supports the implementation of the justice sector strategy for improved institutional framework and operational efficiency of the judicial system, consolidated legal education as well as specialisation of magistrates and court personnel; increased efficiency of the criminal justice system and of the anti-corruption measures; improved functioning of the justice system by using modernised procedures and IT systems and electronic equipment, and tools for strengthening international cooperation; enhanced protection of human rights in penitentiary system; and improved service quality of legal professions. A first fixed tranche of 7 M EUR has been planned for disbursement in 2019. Annual variable tranches based on performance and compliance with agreed indicators are planned to be disbursed in the three following years. The specific objective of this assignment is to assess the degree of compliance with the general and specific conditions, criteria and verification indicators for the purpose of disbursements of tranches under of the Sector Reform Contract for Justice Reform (SRC JR) under IPA 2018.
